Company History

State Utility Contractors, Inc. began operations in early 1985, its principals consisting of key management personnel of Dickerson Utility, Inc., the utility construction entity of The Dickerson Group. The construction experience and management philosophies of the principals of State Utility Contractors, therefore, predate the Company’s formation by nearly twenty years.

Mission Statement

To be recognized as the premier builder of environmental service facilities in the Carolinas and Virginia.  To earn this recognition by producing the highest quality facilities to meet our clients’ needs within their projects’ design, specification, and budgetary constraints.  To develop high quality craft and supervisory personnel through a commitment to safety, training, and team building efforts.  To pursue sufficient profit margins to allow our company to grow in quality and financial strength, thereby providing enhanced career opportunities for our personnel and a fair return on our shareholders’ investment.

Company Philosophy

State Utility Contractors believes that the ultimate goal of each construction project is for that project to be mutually beneficial to all parties involved. Open communication, cooperation and mutual respect for each party’s strengths and responsibilities are the surest routes to realizing that ultimate goal.  We rely on several management attributes to meet our responsibilities on a project. They are: detailed cost control reports integrating field reporting with accounting data on costs incurred; computerized scheduling with at least monthly updating; daily man-hour and equipment reporting for their greatest effective use; electronic data processing procedures appropriate to construction project reports; and most importantly, the top quality people with strong construction experience.

Personnel

Our management staff includes graduate and registered engineers. Collectively, our personnel has extensive experience in the construction of water and wastewater treatment plants, pumping stations, and water and sewer line systems. Profiles of our management people will be provided to you upon your request. Our field personnel are highly skilled craftsmen, equipment operators and supervisors who take great pride in their work.

Safety and Substance Abuse Programs

Our safety program has the full attention of every employee, beginning with the president. The strong safety program we have for new employees is mandatory regardless of position within the company. Our project superintendents or our company safety officer conducts at least weekly “tailgate” safety meetings and routine, daily site safety inspections. We maintain an active and ongoing alcohol and substance abuse program, and we require pre-employment and random drug testing of all employees.

While we do not strive to be a design firm, our working relationship with several capable engineering firms allows us to assist our clients with single project design-build and other pre-construction services.

Bonding

We currently have an aggregate bonded work program in excess of $ 150 million, with a single project limit in the $ 50 million range. We have maintained an excellent relationship with one bonding company and agent since our company’s inception.
